Weatherization Programs

CUI receives funding from the Department of Community Services and Development, the Gas Company, Imperial Irrigation District and Richard Heath & Associates (RHA / San Diego Gas & Electric). These programs are implemented to provide no-cost weatherization services to eligible elderly, disabled, migrant and seasonal farm workers, native American, limited-English speaking and households with children under the age of 5 throughout Imperial, Riverside and San Diego Counties.

Among the Services are:

Low-income residents pay a large percentage of their incomes to heat and cool their homes. Weatherization measures help to lower their utility costs and help make their home more energy efficient, making their home comfortable, healthier and safer. CUI’s weatherization programs have been helping low-income households across the counties make their homes more energy efficient and reduce their energy costs installing some of the following necessary conservation improvements:
  • Low-flow showerheads / hot water faucet restrictors
  • Minor Envelopment Repairs
  • Caulking
  • Glass Replacement
  • Compact fluorescent lamps
  • Weather stripping
  • Ceiling insulation
  • Water Heater blanket
  • Carbon Monoxide Detectors
  • Switch / Outlet Gaskets
  • Combustion Appliance Safety Hazards Repairs / Replacement

LIHEAP / HEAP / Fast Track / Wood, Propane and Oil

Established in 1981, HEAP / Fast Track is a federally funded program that helps low-income households pay their energy bill. Assistance is in the form of a dual or single party warrant or a director payment to a utility company on behalf of an eligible applicant. Eligibility is based on the household’s total monthly income and the amount of assistance is based on the number of persons in the household, total household income, the cost of energy within the county the household resides, and funding availability. HEAP provides one payment per program year.

Target households are those households with low-incomes and high energy costs, taking into consideration households with elderly and disabled persons and children under six.

The statewide maximum payment is $355, the minimum payment is $102, and the average statewide payment is $199.99. Under most circumstances, it takes approximately three weeks to process the application and pay the applicant.

Low-income households with insufficient funds to pay for essential firewood, propane and oil can receive assistance up to a maximum payment of $200 per household per program year. Eligibility is based on the household’s total monthly income.
